They have, in fact, declared that they will not assert IP over other
implementations of the CLR. It's for the CLR only, but not the other
stuff.
A bare implementation of the ECMA standards is covered by a grant in
the standards itself.
if it has been filed in a way which is legally binding then there might be
something there but if it is just a public statement, it's worthless.
As I understand, standards based patent grants are very substantial.
