I suspect that Firefox put the file in /root because you were logged
in as root when you started Firefox.  Try to get out of the habit of
being logged in as root.  It can be very painful if you slip up.

Firefox:  Edit -> Preferences -> Downloads  gives you a choice of
    Ask me where to save every file
    Save all files to this folder
If you chose "Save all files to this folder" it then gives you a box
where you can specify the place to save all files.  For you I would
recommend /var/tmp as a place to download files.  Just remain aware
that there is not an infinite amount of storage space there.

It does not matter where you are when executing the rpm command so
long as you specify the location of the xxxx.rpm file.  You must be
root to install software using the rpm command, but need not be to
download it to a place like /var/tmp.

You should learn about the "sudo" command, which lets you assume
root's invincible powers on a temporary basis.
