Rick,
You are right about the president being at his ranch from time to time
however this is not a problem. All one has to do is follow published
procedures and you can go anywhere within P49 except the last ten miles from
the ranch. File a flight plan, get a transponder code from Gray Approach
Control and be squawking the entire time you are in the air and in the 30
mile circle, and finally be in radio contact with Gray or Waco until you get
within 2 miles of the airport in P49 where you intend to land. They will
then instruct you to go to the airport frequency and make your calls. In
the event you are intercepted by one of the patrolling F-16's just go to
121.5 and follow the F-16's pilot instructions. I have made trips from
Skylark Field in Killeen to Temple when the president was at his ranch and
never had any problem what-so-ever.
