Randy, I'm pretty sure your KR2 can't be re-certified. The FAA will probably not accept that you built a new plane either. However, at least changing retracts to fixed gear would be considered a major change which must be recorded in the maintenance log for the plane. I believe you would also be required to go through a 5 hour testing phase to prove the that the aircraft is controllable through normal flight maneuvers.
You probably know this - since you didn't build the plane, you'll need to have the original builder or someone with the proper certificate (e.g. an A&P) to do the annual inspection. I'm sure someone will chime in here, if I'm wrong.
