I believe a continuous slow flash means it is off-line or does not see the digital link to a PBX of the KX-TDA type or a In band integration when connected to a KX-TA type PBX. You need to connect a RS232 cable to the serial port with a computer terminal program, ready and running. Power on the VPS and see how it's progresses as it boots up via the terminal screen. The fact that it also flashes fast then slow and fast again leads me to believe that there may a problem with corrupt software or a problem with the HD. The old Fujitsu drives (if that is what it has) last about 3 years and they get very noisy. If it is loading properly, the LED should progressively flash slower as it boots up starting at a fast rate, to medium rate, then to slow rate, and lastly stay at the slow rate until it sees a link to the PBX.
