It seems to have been identified more in the last few years, and appears
to be getting more chronic. I can't say if this is the way it always
has been, and the customer is just more sensitive to it now that they
know there is a problem...

when people are leaving messages, often the system drops them, so the VM user,
when they check their voicemail, only hears a few seconds of the message.
Is this tweakable / fixable?
Also, has anyone ever tried configuring Asterisk as a voicemail box for a
Panasonic KX-TD system?
