What we need is for a way to tell it to override the need for recipient
input.
The trouble would be that you could lose track of some messages if the
system thinks it is delivering the message but somehow the call did not get
through properly.

Or if there was a way for the cellphone message to play dtmf...  but it
always interprets dtmf as commands.

I haven't found anyway around it.
