I created the libo3.3 project for ca_XV now, so you should be able
to upload the file.
I've been trying to upload the file but the server returns this error:

The file I'm trying to upload is attached to this email. I can't figure
out why this is happening... I haven't modified the original Catalan
file, I just changed the emails and the language name at the beggining
of the file. I tried also with the original Catalan file without
modifications, but the result was the same.
It seems you either did not attach the file or it got stripped by the
mailing list software without any additional notification.
