This is activated, but it has the same problem as on the live server: the translation memory server doesn't support https, so your browser refuses to load it since pootle itself was accessed using https. Your browser should show some indicator that it blocked content from loading. In chrome it is a shield at the right hand side of the location entry box, next to the bookmark-star, in firefox the indicator is at the left.
