In the case of Santali, there is already a team and a partial translation:
https://translations.documentfoundation.org/sat/

It looks like Santali has been dormant for a long time (there's no contact in the Language Teams list even) so it's probably relatively easy to request rights for Santali if you wish to take it on board.
