Do the shortcuts Ctrl+comma and Ctrl+Shift+comma work when using Portuguese
UI and a Portuguese keyboard layout? If they do, then probably you should
use "%MOD1+," and "Shift+%MOD1+," in the translation of that tip-of-the-day
text - presuming that most users in Portugal actually are using a
Portuguese keyboard layout and not, say, US International like the Dutch.

However, if Portuguese keyboards indeed have a separate semicolon key
(Wikipedia says the European variant doesn't and Brazilian does - but I'd
trust a local to know better ;) then you might want to take a look into why
this exception was added for Portuguese in the first place. See
