For me anonymous username, password leave blank works. Go to cms.apache.org
If it isnt't work, try to clean browser cache.
I'm not able to create you an account, you have to show that you are doing
good job and then you will be invited to be a committer.

username is "anonymous"
navigate to "ooo-site" and then click to "Get a new working copy",
navigate i Directory listing path "vi"
Here you see index.html an hit [Edit] and make changes in HTML page.
At the bottom of page you have "Quick mail", fill your name.
This operation send a patch to dev list .. Committers can review it an
commit it for
you.
