My personal opinion is that if your project in the lab looks viable and you want to begin releasing and getting users, then the Incubator is the right place for the project.
<snap/> True or false: If the Apache Foo PMC gains interest in the Apache Labs Bar project (and it happens that Bar was developed from scratch in Apache Labs), there is no need to go through the Apache Incubator to become part of Apache Foo. -Rahul
