No it is not.  It is a package made available from the ASF to external
users.  The Labs lives in SVN.

And we should care why?  Let people learn to build their own packages and
put them in a local maven repository.  If maven doesn't make that easy,
Maven should address it.

If everyone were to use Ant, as they should, I would just svn checkout the
code, run ant to do the build, and then use the generated artifacts as
necessary.  If Maven makes this difficult, that's the problem of the people
using it.
