OK. So if I want to try something out, Labs is ok.
if I try something out and want to bring it to a project, I should go
looking for a sandbox?

This is exactly what I mean. Goals are flexible and change. Sometimes
you don't know what your goals is. Sometimes you have a goal but no
idea if it works out or not.

Why do Labs differ or why should they do?

Opening limited sandbox access is additional work for PMCs. How many
PMCs do offer that?

Labs is quicker and probably easier to setup. Thats the charm of it.

The other good thing on labs is, everything is developed within ASF -
ip is clear (or should be).

Probably I see Labs as some kind of Sandbox project which gives
asf-committers not part of project X the chance to host X related code
for later inclusion.

Anyway, I have now understood your opinion better on Labs.
