In the UK a basic cheap 'pay as you talk' (buy call credit in advance and no
contract) mobile phone (no pictures, no extra ringtones, etc) start at
around GBP15.00

Then you'd need to check with the service provider attached to the one you
like to see if they do a suitable sim card for Europe to USA - I know that
Vodaphone do.

Don't know what the situation is in other European countries, but here
public phones are disappearing fast and you could have trouble finding one
to use. I don't know if they even use cards now.
