I don't know.
Twitter use a voting system - if you get blocked by X people, your
account is marked as a spammer and stops working.
They also employ people who take "but my account isn't spam"
complaint, make decisions, and sometimes re-enable the account.
They also use blacklists from google (I think), so if an account links
to a phishing site they block it (it happened to me when my blog got
hacked).
