I'm suffering as well, but fortunately this issue is already dealt with: http://adi.roiban.ro/2009/10/05/ubuntu-translation-templates-priority/ https://bugs.edge.launchpad.net/ubuntu-translations/+bug/395811 and linked wiki pages. Looks like there is no automatic way to prioritize templates as for now.
