Probably it would be fair to split the money.

Yea the bounty does have issues.  I made the first offer.  So as far as I am
concerned it goes to anyone or group that makes the IDE work and compiles
programs (that work) with GTK2 or QT.   Of course the issue is the word
"work".  I guess in the end the lazarus community would have to be the judge.
If we all took a vote I'd honor the vote and pay out the money.
