FTP is binary or text based on what the client does, not what
the server says. When you FTP, you choose either binary or
ASCII mode. FTP servers have no say in how you deal with it.

Web browsers are not good FTP clients.

However, it would be important to know how web browsers choose
binary or ASCII for FTPing. I would guess that they do it
based on their own mime-type list.
