English IS my native language.  What you quote seems to apply to one's
own code, not necessarily to everything it depends upon.  Obviously
situations could arise where one of those dependencies is no longer
available from its owner, thus prevents recreating the released binary. 
But that is a consequence of the rule, not the rule itself.
