That would be http://www.yoctoproject.org/ which does look interesting.
I did some tests with the 1.0 release and hit some problems but 1.1 is
out since October. I will download now and check if the new version
works better.

The Yocto Project has the backing of The Linux Foundation. There is an
overview and Quick Start guide at 
http://www.yoctoproject.org/docs/current/yocto-project-qs/yocto-project-qs.html 

It would need to be modified to create .lrp files (rather than .rpm
or .deb) and I do not know how difficult that might be.
