For the hardware I had good luck with Eicon's Diva Server boards, 
although I only used them under NT. Two 4BRI PCI cards would 
give you 16 B channels.

A new driver with binaries for  kernel 2.4.18 seems to be avalible "real soon now". 
Alternatively an open source driver is availible, which would require rolling your own 
kernel.
