It is a shell function defined in /lib/POSIXness/POSIXness.linuxrouter that runs an /etc/init.d script regardless of your present working directory. It is marginally easier to type than /etc/init.d/sysklogd restart I used to think it was a debianism before I became debianized, but it is not.
