Screw winzip, use PowerArchiver (www.powerarchiver.com). It supports all the usual types (i.e. zip) as well as RAR, TAR, GZIP...etc. It will allow you to create TAR files on W2K ( I just tried it to make sure).
It also supports ACE, CAB and other formats. Check it out.
