Try editing /etc/init.d/dhcpd and change the RCDLINKS definition. Make sure the 'S' numbers on this line are greater than those defined in the /etc/init.d/pcmcia file. If you still have problems, you might need to put in a sleep at the start of /etc/init.d/dhcpd, to allow cardmgr time to initialise the cards before dhcpd starts.
