It all depends on the detection of a link_down condition and, of course,
a subsequent link_up condition. I am using some scripts for the
detection of a ipsec tunnel down condition, basically it pings a remote
host, which should always be there.

On failure you could bring down the primary interface and change routing
to the backup interface, then you need to monitor the primary for a
line_up condition and reverse the process.

I would guess the scripts are not too complicated, if you don't expect
seamless transition.
