I did something similar for YouTube. I used tc to reduce bandwidth to all known IP addresses for YouTube... I set it to something like 64kbps and set to lowest priority with no guaranteed bandwidth. I used MasterShaper to generate the tc code then copied that on LEAF. Very effective at making abusive users frustrated. :D
