No, because the votes are allocated in proportion to the votes owed.  If
Bates had the backing of one individual owed £1m, then even if 249,999
individuals owed £1 each voted against the CVA, Bates' backer would win.

This is why KPMG urged all creditors to back Bates' offer, because Astor
Holdings would rather accept 1p in the £ on the £18m they are owed
compared to the 16p in the £ they could have got elsewhere.  Some people
think Bates has connections with Astor Holdings, but KPMG say he sold his
shares in December '06, so he can't have.

However, if (like me) you think Bates is a lying bully, then you might be
developing a consiracy theory about why Astor Holdings are prepared to
accept a loss of £2.7m to keep Bates in power.
