My reading of the situation is that 

1. they want to be clear there is nothing illegal with what has gone on in
terms of the administration process, and have asked their chairman to
investigate.

It makes you wonder what they think KPMG are paid squillions an hour for.
Yes, we know they are a shower of shite but in pure legal terms I suspect
that the fact that KPMG are administrators and do this kind of thing all the
time might indicate that they sort of know the law in this area!

2. they want to see the offer paperwork to make sure they will get 100% of
the football debts paid.

They could of course sort that out once the club has started trading and I
think they are basically blackmailing the club/KPMG to get it sorted now.
Which is fine if it weren't the plebs like us who suffer for it.

Can they not revoke membership at a later date if for some reason the new
club didn't pay its football debts in full?

They also know that there are at least 2 other interested parties that would
step in and take over the club if Bates bails out for whatever reason part
way through the season, so they aren't worried about us being able to
complete the league season (and looking for assurances regarding finances
for that).

Has Bates/a club ever not paid in full its football debts?  Why are they so
edgy on this?

Again, my opinion is that they are still shit scared that HMRC will question
football's rights as preferential creditor so this is all about their own
self interest.
