Here in Oz, the madatory leve for "coaching" is Under 10's but only at a "superleague" level - any old man and his dog can teach prior to that
The problem I think you are refeering to isnt so much a coaching problem, but more the politics of the association you have over there. It is similar to the system here in Oz yet we manage to put it along "multicultural" lines - as in a club with a Greek heritage is more likely to pick a Greek kid over a 'skip' Australian lad.
