There is no contradiction despite these attempts to muddy the waters. The FL clearly said that there is nothing within their rules to prevent a club in administration from starting the season. Whether or not Mr Bates takes advantage of this very clear and factual statement is up to Mr Bates. That is why it is far from certain. The FL statement can also be read as an "invitation" to "reconsider" the paperwork which was about to be submitted to the FL by KPMG/The Club. Perhaps that is why KPMG "hesitated" and very clearly passed that particular baton back to the club.
