I mentioned before about that mate of mine in Nigeria, who always seems
to be looking for places to invest his spare cash (and he seems to have
such a lot of it too!)

Good point.

Does this rule mean that any potential new owners of a club are vetted
before they are allowed to be owners?  At what stage in the procurement
process?

Most clubs wont be in administration, does the GS get withdrawn from a
club
until the vetting process is done with?

Or are the FL making it up as they go along?
