If I remember Joe's photos, his seemed to have a "leg" extending outward from both sides of the 180 degree arc.
The one in Tim's photo seem to have only one leg.
In any case, I agree - it looks like it was meant to be a vertical vise - with those holes around the arc being for indexing common angles - 10(?), 12 1/4(?), 22.5, 45, and 90 degrees.
