"Power Form" from the View Office Suite is an old, old method of filling
in blank forms on your computer. I have used it over the years with
reasonable success, but not recently.
When you open a scanned blank form in Power Form, the application
recognizes the blanks and you just fill them in. Then you can save or
print the form. You might have to scan the resulting printed form to get
a .jpg image to attach to Legacy because the saved image is probably in
a proprietary format.
I Googled "scanning forms" just now and believe the web site at
www.abbyy.com describes the operation of a similar package.
