[LegacyUG] pictures are fine on program, but do not appear on Legacy created web pages?

Has anyone had this happen?  Certain pictures appear fine in family view, but do not upload correctly (repeatedly) even though other pictures are fine.  It just seems to be the last batch of pictures that I added to Legacy.
