Not quite... while both sets of children from the previous marriages will be half siblings of the issue of the second marriage they will not be related by blood to each other.

While I am not an authority on genealogy or Legacy, unless you are
only doing a direct line of descent or ascent, there would come a
point where some step children would be
blood relatives.

A couple who marries, each having children from previous marriages,
and then have children of their own, may not have a blood relationship
to the other's previous children; but all these children will have a
blood relationship to each other. Now who would you omit?

I do enjoy reading all the helps and hints from those who have so much
experience and save about 95% of the messages on this list.
