Nigel, In a nutshell, you can't. The problem is actually worse than you suggest as, in your case, Epsom is the Registration District in which the birth was registered, the child could have been born anywhere.
You could use "Registered in Epsom" and put privacy brackets around "Registered in", this will serve two purposes a) to indicate that is it not a proper location (btw not all registration districts are actual places) and b) to give you the option of including or excluding it in reports/websites. This would depend, of course, on what else you use privacy brackets for.
