Here are some examples of lats/longs in both DMS and DEC format.

32d 15m 00s   32.250000  One-quarter (25%) of a full degree of lat/long
32d 30m 00s   32.500000  Half (50%) of a full degree of lat/long
32d 45m 00s   32.750000  Three-quarters (75%) of a full degree of lat/long
32d 59m 59s   32.999988  Almost a whole degree of lat/long
33d 00m 00s   33.000000  Next whole full degree of lat/long


So a DEC-formatted lat/long of say 35.234085,
is 35 whole degrees plus an extra 23.4085% of a degree,
Or 35 whole degree plus 14 minutes and 2.706 seconds.
Or 35d 14m 3s
