Interesting questions! To answer them: 1) We do not, thank goodness, have a UK "Mills" 2) There is no licensing body 3) I do not know what the New England Genealogical Society does.
So what do we have? Two main voluntary (registered charities) organisations, The Society of Genealogists which is mainly London based and awards Fellowships to those with an outstanding record of service to genealogy. Holds many records in their London library which is open to members. Many of these records are now being published through the Origins website. The other is The Federation of Family History Societies (of which I am a member) and may be described as a "bottom-up" organisation with local groups affiliated to the National Federation. "Do we have standards for sourcing?" seems to be your major point and the answer is "no we do not", or at least none laid down as far as I know. It is, however, generally accepted that sources should be, clear and reproducable. I guess that this is a typical British way of saying "if it works then leave it alone!" Hope this helps.
