You never have in the past been able to restore the Multimedia backup within Legacy. It seems from the Help file that there was an intention to add this but it hasn't been done yet. You do restore the backup of the Family File from within Legacy - File > Restore

Multimedia backups are simply one Zipped file of all files (pictures, sound etc) attached to your Family file. You unzip them with either the Windows facility (just right click on the file and choose one of the Extract options) or with a utility program like WinZip.

You are right re the delay. I have already responded but it took over 24 hours to get back to me.
