Richard, If I understand you correctly, you have duplicate individuals in the same file, if so then you cannot merge them. I cannot tell which of the married couples you wish to retain but what is required is to unlink the ones you don't want from their relatives, link these relatives to the other couple and delete the couple you don't want.
Btw. this is not a bug but the way databases work. I hope that's clear - it's easier to do than write!
