I'm not sure the user actually wants a Croatian version (being an
Aussie). ;-)

Why can't the index line just display the first character of every
surname regardless of whether or not it begins with A-Z ? Figuring out
the correct sort order might take a little research though. (I wonder
where these names get sorted in reports that include a name index?)

I suspect that the programmers will say that it is working as designed.
Maybe the OP can suggest that the angle brackets should be replaced with
something a little more intuitive, or at least include an explanation on
the page as to what they are used for. The OP could always customize the
name index, but that could involve a lot of work depending on the
approach.
