Because the OP can already enter the special chars in Legacy, and the web pages display them just fine. It's just that the Name Index (index line) was designed around the English A-Z characters plus "no surname" and the two angle bracket categories (for everything else). Because the OP's surnames don't begin with A-Z and don't fall into the "no surname" category, Legacy dumps them into one of the angle bracket categories. The problem is that the user of the web-page has to know that to find these names they need to click on the angle bracket.
P.S. I think there is a bug here because some of the OP's surnames like ZILLI are not showing up under the letter Z (see http://www.bc-cola.com/ftree/ped/Names27.htm). So my guess is that the special chars are confusing Legacy as far as the Name Index is concerned. This is a definite bug that the programmers will have to acknowledge.
