Kathleen, The generally accepted standard is to record locations as they were at the time the event occurred. You can add a note indicating where the location is currently.
This is important in order to locate additional relevant records. In many cases, the records will still be in the old place, not the new place. For example, I have an ancestor who was living in what is now Henry Co., Iowa as early as 1835. Relevant records for that time period are in Des Moines Co., not Henry Co. (and may be in Michigan and/or Wisconsin, not Iowa).
