The OP's problem (as I understand it) is:

1) Original file is x.jpeg.
2) Legacy copies it to the web image folder as x.jpeg.
3) Legacy creates an HTML link to x.jpg.
4) OP must change .jpg to .jpeg in all HTML pages to fix broken link.

I have been unable to duplicate this. What I see (in the latest V7 with
a pedigree style web page) is:

1) Original file is x.jpeg.
2) Legacy copies it to the web image folder as x.jpg. <--- difference
3) Legacy creates an HTML link to x.jpg.
4) Everything works correctly.

I think we'd all agree that the desired result is neither of the above,
but:

1) Original file is x.anything.
2) Legacy copies it (binary copy with nothing added or removed) to
   the web image folder as x.anything.
3) Legacy creates an HTML link to x.anything.
4) All is well.
