I finally found the place where the File ID is located, but I didn't find my
test ID number in there. I looked through the PDF manual, which is greatly
lacking in any clues, and it said that the Picture Center would be better
for attaching a lot of images. I entered the ID number there and it seems
to be working. The entire process will take too long. I wish someone would
improve GEDCOM so it brings in your image locations. Relinking is a
nightmare.

Since I have so many to do I really don't know if it's worth the trouble
especially for census records. As I said, I have most of them transcribed
and they are partially renamed so they are easy to find. Ancestry.com names
files with a long number so renaming them is a must.

The Picture Center lets you attach pictures to an Individual,
Marriage, and to Events (including Birth, Christening, Death, Burrial)
BUT I don't think it can be used to attach pictures to Sources.
Am I wrong?
