I'll have to see if I still have the GEDCOM.  I took FTM off my computer so
if I don't have the GEDCOM I'll have to reinstall it and export a new one.
I'm only interested in the source images.  All the other images have been
relinked in Legacy.

You can link source images, but it's a little confusing as to where to do it
because there appears to be several places to do it.  The Picture Center
seems the best place since you can assign it to an event for that person.
It will just take years to complete it and I'm not sure it's worth it.  I
might just create a spreadsheet or database and put the file names and
information in there for future use.

This process would be difficult in any program so I'm not blaming Legacy.  I
blame the makers of FTM because they made the process impossible.  Don't
switch to FTM because once you get your information and images in there you
can't export them out.  You're stuck.  Their media reports are useless too
because they don't include any notes.

Did the FTM export contain any picture info? You can email me a copy of
the GEDCOM *privately* if you like.
