I wouldn't count on anyone asking permission. Only one time have I had someone ask permission to use something from my website and it was a magazine that wanted to publish one of my photos. I gave them permission and they even sent me a copy of the magazine it was in.

Of course, it's always much *nicer* if someone asks if they might use your data and I always try and ask permission of anyone whose online data I might want to use.
