Thanks, but my problem is the need for links to be able to use the facilities 
built into Legacy.  For my mother's line case, I'd like to run descendant 
charts etc. from John of ~1520 to include our family line, all early relatives 
in Devon, the  famous Camden Pratt line and its branch through Winston 
Churchill.  I don't see how to do that without an even bet of making an error 
which might get published.   Similarly, to display together pieces of genealogy 
which provably connect by DNA but lack specific linking individuals requires 
some linkage mechanism to use or trick the software - can't do it with someone 
unrelated and it's worse with research where most of the pieces actually will 
prove unrelated.

Another simple case is a line headed by someone with a sibling. The only ways I 
know to generate a descendancy chart/report including both is to use a phantom 
father as a placeholder, and run from him, or the multiple lines of descent run 
from both.

You can add individuals to your database that are not linked to other
people - Add > New Unlinked Individual or <Ctrl><N>.

When the day comes that you can connect that unlinked person to someone
else in your database you can do that, by adding an existing person (in
your database, that is) as a parent, child or spouse.

By having these unlinked person(s) in your database, you can see them in
the Name List as well as in the various "views", so are easily found
when you need them. But they're not connected to your - or any other -
family until you are ready for that to happen.
